A decade is a long time in terms of jurisdiction where things can shift for the better or worse. Yeah, you don't need to tell me. My sister is a federal prison guard here in Canada, and worked at a male med-max facility. 10 years ago, sticking 'mtf' inmates in a womens prison was unconceivable and a danger. Not really. Sometimes laws just die, and they're so dead that they stay on the books. /u/Tank-o-grad a gun is dangerous true, but a law that hasn't been used in ~80 years is the opposite of that. You're going to have to come up with exceedingly amazing arguments to even place the charge, especially since the social norms have so fundamentally shifted. Canada has pretty much the same system as Norway, but the recidivism rate is around 80% for the first 2 years and declines from there. Rehabilitation doesn't always work, even with Norway their recidivism rate is between 20-45% depending on the year. Usually the lower-end of recidivism is based on "extremely good years" where only minor crimes are happening like vandalism, theft under $1k, and so-on. In the bad years, their recidivism rates are on par with most western countries.

It would still be illegal even in places with topless laws passed. I've got to wait another month or so before I can get the traffic crash data from the police here, but the last 3 years there has been an uptick in the under 25 women and vehicle crashes. Nearly every instance it's been cellphone use/makeup/etc that was the primary contributor to the crash. Men at least here has actually gone down 3% over the last 2 years. Not all justice systems have a large element for retribution. Take a look at say Norway, their system is almost wholly restorative. Under Canadian law she can't be disclosed because that would identify the child. And also under Canadian law you can't identify a child if they've been the victim of a crime, or have committed a crime.
