It used to count as income in the US. The person paying the alimony would deduct and the person receiving would pay taxes. This shit was glorious when I was paying alimony because I got a $7k tax return and my ex wife had to pay thousands. But asshole Trump changed that a few years ago. I think they figured they could bring in more tax revenue if the payer was paying the taxes on the alimony since he was generally in a higher tax bracket than the receiver.

I think there are definite problems with higher education and student loans. Here's what I would suggest. Lower interest rates on all loans for public schools (state schools). Private school loans can have any interest rate they want to charge. Lower tuition costs for state schools.
