I think with eye witness, it depends if the testimony can be varied. For instance if you have someone who was drunk at the time, and has a vague idea that he saw someone commit a crime it's not very reliable. But if the witness was of sound mind, can recall corroborating details about the incident, if their story matches other witnesses etc then they're more likely to be considered reliable.

This is incorrect. They were just going to write her up but she refused to give her name. That's escalation. Then she escalates again when she tries to run and then further when she resists arrest with violence. After all that she's still spitting at them.
