To understand why men do crime you have to understand why people commit crime. There are many factors that make criminals, like improper upbringing, alienation in society, substance abuse, lack of social safety nets, etc. And most of these favour women. The biological factor comes into play too, because men are generally more aggressive and physically strong then women are. Additionally judges tend to give more lenient sentences to female criminals.

Yes. Because doing crime is often a form of victimisation as well. Many crime are caused by lack of social safety nets, substance abuse, ostracization, mental illness, etc. and these are preventable. A reason men commit more crime is because they're more susceptible to substance abuse.
