I think men are purposefully giving mixed signals, but women are made to feel that's normal. Like when a boy pulls a girls hair and their teacher says "it's because he likes you." Or this trope that men are "stoic", a "man of few words" type that don't state their feelings and women are supposed to just trust that they are genuine, and women who question it are made out as insecure and clingy.
