Nope.. hiring manager is the dept head where candidate will be working who has ultimate hiring authority. HR manager is in charge of writing and posting the description, screening candidates, and setting up interviews. In a lot of organization, HR actually does the 1st level resume screen. independently from the hiring manager, so the HM often does not have control of who get interviewed.
