Title IX is a non-judicial form of arbitration that goes on at the university. Your rights are suuuuper restricted, but the school is obligated to do a lot more investigating. "No" means "no". But sometimes "We're just friends" means "I need a little bit more convincing in order to not feel like a slut". Well, it shows that he is worried about how you perceive him. Instead of saying 'just saw your message from last night.' or not prefacing at all, and just answering with confidence. His assumption is that you are choosing him, because you took the initiative. If he was choosing you, he would have reversed the dynamic by saying something like "Yes! Just be confident, and normal. You could try to acknowledge it by saying 'this kinda feels weird. I'm not upset at all or hurt. I get that you don't feel like we would be a good fit. It's cool.' and move on. She might even re-assess you if you handle it well.
