Cultivate a good reputation for sure and do not try to be mr pua on campus. not always so. I've opened plenty of girls with air pods on and they've taken them out to talk to me. Someone in the comments even mentioned they pretend to be on the phone to look busy. So even in situations where they are genuinely on a phone call, I still think there is a way to approach them and do it in a socially graceful way. I do agree you should read the body language and be thoughtful in how you approach.

I agree with optimizing your approaches. However, I don’t agree with abandoning cold approaches entirely. I’ve put my belief in exposure therapy and want to make myself believe that it isn’t weird or abnormal to approach an attractive woman on the street. I think the more you do it, the more you will internalize, and the better you will become at approaching in a way that conveys your intentions and leaves her feeling better having met you than not.

Man this sucks! I hate being in this position. I would think of something social to do that involves other people and try inviting her. In your message causally bring up that it’s been a minute, but be careful how you word it. Expect your outcomes will be that a) she’s down b) she rain checks, in which case you got something from her to work with for later, or c) she ghosts, in which case move on to the next.

I agree. Clubs are objectively terrible places for all the obvious reasons.
