As someone who has approached a lot of people in the UK, especially in London, but also Nottingham and St Albans, I can firmly say you are wrong. Some people are weirded out and I simply say "that's OK, thanks anyways" and move on. The vast majority of girls I've talked to have been nice and somewhat receptive.
