Where did I say anything about fault here? If you mean "responsible" then that's a qualified yes and is the reason why I said: depending on context. If you bought a house in a neighborhood known to be high crime and you did nothing to secure the house you bought, then yes, buying a house (and not securing it) means you are partly responsible and the insurance companies agree with that and tried to hold you responsible to it.
