Electrons do not make up consciousness. Consciousness is not physical, electrons are. I can point to an image of an electron. I can calculate the effects an electron will have on another charged particle based on natural laws. These things can not be done with consciousness.

Natural laws are not an invented human concept which we impose on the world. The laws of physics necessarily existed before humans. How else would all of this actually exist? Humans didn't show up and create the Universe. Not to mention that we observe these laws empirically and consistently everywhere we look.
