Silly answers so far... We use universities to learn facts and skills but also to mold character. Every institution has some form of code of conduct. In keeping with a code of conduct, institutions build systems to contend and adjudicate issues that will arise when a lot of people get together in a stressful place. Perhaps mistakes were made in the building of systems to handle issues when other mistakes are made.
