Ugh I'm sorry but unless he has a medical condition or is very short there's no excuse for stubborn belly fat. It is soooooo easy for men to lose weight. Their bodies burn more calories at rest than womens do. It really wouldn't be the same if the roles were reserved because women burn less calories at rest and our bodies are designed to hold a bit more weight. I have a favorite chicken restaurant because the guys working there do the opposite of this. I'm a regular and they never try to flirt or hit on me or make me feel uncomfortable.
