It's no different than playful teasing, and should never be used to actually insult someone. It's the same thing we used to do to eachother as kids when we had a crush. It's perfectly innocent and should be done in a playful, teasing manner. If someone is flat out insulting you then that's not really a neg (not an effective one at least). It's not like I'm purposely not replying for hours, I just don't think responding to a woman is a priority if I'm busy at the time. It's more like an attitude of "I'll respond when I get time". There is nothing simpy about not immediately responding to texts.
