The kinds of police officers that would use pepper spray or a tazer for this kind of "incident" are the same kinds of people that should not be working with the general public. I have a news for you then: most police officers would either taze, pepper spray or hit (and many would take them to the station and beat the shit out of them) someone who slapped them. I think insurance companies need to ethics up and simply charge a base flat rate. Alter the premiums based on controllable circumstances sure (like weight, smoking, previous accidents, etc) but not based on pre-existing conditions. Expecting the insurance companies to ethics up can't work because of the competition. If falsely accusing someone of rape is a crime, then the accusation must be proven to be false beyond reasonable doubt in order to convict the false accuser, just as you need to prove guilt to convict the perpetrator of any crime.
