There were some other examples in India and China but they're minor matriarchies, so basically patriarchies but with some different naming traditions. I have several arguments on hand, one being that circumcision actually has no medical benefits in most cases and only started becoming widespread (non-religiously) during the Vietnam war because of infections relating to soldiers not pissing properly.
