According to the commentators at OP's link gender studies does not receive government funding in Hungary. So this could legitimately be seen as an attack on free speech by the right. This story involves Eötvös Loránd University, which is a public university that receives government funding. The other gender studies program in Hungary is at Central European University, which is private and is not effected by the new rule.
