I remember, in sex ed. (though that was like 4 years ago) being told that it had to do with the hymen, and so girls should be getting the vaccine at <10 years old. The vaccine has probably changed since then, but that is what I remember being taught. The reason the maximum age for guys is 21-25 is because, by then, you will be less likely/ have already to encounter/ed the four most common strains, so the vaccine will likely be less useful than at a young age.
