3 months suspended for 12 months theoretically means that if she ends up in court charged with another offence in the next year, she will have to serve 3 months, half actually in prison and half on license (parole). In practice, suspended sentences rarely get activated unless there is persistent reoffending over a period of time resulting in multiple court appearances. Bizarre system, I know, but that's how it works in the UK.

Depends on jurisdiction, here in the UK it is penetration of an orifice (mouth, bumhole, vag) with a penis. Anything else is covered under sexual assault laws. If all this incarceration works, why is the US crime rate and murder rate so high. Look at countries like Norway. They don't have stiff sentences and those that are sentenced are rehabilitated. Very few people have it done voluntarily. Some folk do for fetish reasons. Some because they live in a culture where it is promoted. But go to a developed country in Europe and virtually no men will have it done unless they take up a religion that requires it or they were circumcised without consent during childhood.
