They make themselves available to attractive men. This is true. I'm good friends with a very good looking guy, checks all the boxes, and women will openly flirt with him a lot but it's usually something stupid about how his clothes or something. After they show interest, it's always up to him to escalate, make the actual move of getting her number, etc. Attractive guys still have to do the work - much less, much easier, but it's still there.
