I think it's so that the homeless can be arrested and taken, by force, off the streets. True homeless people - not panhandlers - aren't going to have that kind of money, which is an exorbitant amount btw. So what they fail to pay and get caught again, they can be arrested for failure to pay. This gets them off the streets, but into more violent living environments and gives many an arrest record.
