Are you aware of Makeapp? I found it did a fairly good job with a few limitations (such as depending on amount of make up on the person and ethnicity, etc) It would over do it when the person doesn't have enough makeup on. Worked better with White people. Basically good quality photo with Hollywood style makeup worked best, so due to what they used to train their model.
