That would be quite irresponsible (especially towards the kids). Studies have shown that kids raised in a single parent household do much worse than those raised in by two married parents. Again, the above statement does not hold in case of adopting kids without a family. Just for using surrogacy (or some other technological advancement) for having kids of one's own and raise it without its mother involved.

I think you and I are not too far off wrt our public policy. I think the main difference is that I don't like the state giving handouts to people without taking something in return for it. I would be OK with a combination of two ideas you suggested : offer a basic income to people if they agree to have a vasectomy/tubectomy and they have no kids yet. That certainly would work in controlling debt. But I don't see this being enacted in any modern first world country apart from China.

I did not say that kids don't see their fathers was the reason that mothers have a higher percentage when it comes to being abusive towards the child. Evolutionarily marriage has always been a child rearing endeavour with 'marrying for love' being almost unheard of 100 years back. Well there is very little anecdotal evidence to support your case as well. There are many cases where the father is a deadbeat and the mother is a great parent. While I've seen cases where the roles are reversed, that's almost exclusively in single/divorced mothers.
