Also imagine suggesting someone has to pay extra for something they have no control over. Should the airline charge disabled people extra baggage to bring their wheelchairs too? I'm 6'3 and on a lot of flights my knees naturally rest against the seat in front even without it being reclined. If someone tries to recline the seat won't move.
