I wouldn't say they're low quality. They're just not interested. Some guys unfortunately see that as I need to try harder. Have a game plan and stick to it. If you don't get the result by the time you get to the end then it's time to move on.

Well the fact that she said anything but no is a good sign. You just saved yourself some time by being direct and I would suggest continuing it. Next time you see her, maintain eye contact until she looks away. Work on isolating her and pull her in by her waist to kiss her. Of course you have to talk to her and build some attraction first but I'll leave that up to you.
