This is kind of a chicken or the egg deal. I agree, it works both directions. Much of female behavior even today is focused on extracting resources from men, despite the fact that women actually need those resources less than ever before, as the male monopoly was broken long ago. Because women don't (in general) create the structures and institutions of our society. They prefer to have men create the institutions, then demand that they be allowed to enter and be given equal authority, despite having done none of the hard work in building them.
