I think birth rates could be affected in scheduling kids (someone who had an oops kid at 20 would have had the kid at 30 instead, when it is more convenient). Other than that the effect would be minuscule (maybe visible in poor problem families who will literally have any kid that was conceived without regards to the number of kids already living).
