Exactly. Calories in fiber can be largely ignored as a result. Food labels in the EU subtract the fiber calories whereas in the US they are included and you need to subtract them yourself. Effectively this makes most vegetables lower in carbs than what the US label tells you.

Unfortunately not. If you lower your caloric input your body only temporarily loses weight. Eventually (quite quickly really) it will lower your metabolic rate to match the input. The result is that you will feel weaker, colder, slower, etc. but not lose any more weight beyond the initial drop. In fact, you will simply resume to gain weight again. Granted, those differences may not be truly racial and in fact be cultural, but that distinction doesn't matter for practical purposes. I spend half my days in western Europe, half of them in China. Two vastly different cultures with nearly incomparable political systems. I go my own way in both. It barely affects me.
