This is good advice. It works especially well in a small community where people know each other, but don't ACTUALLY know each other. You know who she is, she knows who you are, but you never talked. You find out something about her. When you bump into her, you say hello and then ask her a question regarding that thing. And you just talk as if you knew each other. I am similar when it comes to other people. When someone is watching or listening, it gets 10 times worse for me. And I know why.
