Blood levels go down, but this is due to rebuilding receptors in the brain which can actively use them. After studying PsychoPharmacology for 3 years in college I can confirm this is true. Applies to cannabis, Alcohol, Serotonin, etc. Blood levels rise immediately but until receptors are built to absorb it stays high. Blood levels mean nothing if you can not use them.
