As a ratio to GDP, the number looks terrible because there have been so many years of negative GDP or barely detectable growth. It's the denominator, stupid — GDP. There's really no middle ground here. It's one or the other. Work hard or don't. I'm wondering what people think is the best path. There is a third option - working hard outside of the declining society. Move to another country with a less oppressive business and social climate, maybe learn another language, work hard and accumulate your assets while enjoying a different culture, seeing the world, and broadening your life experience.
