It sounds like she's trying to buy herself time with that 'sleep with someone else' line. You really only have 2 options here: take her advice, find someone else and remain friends. The next time she says she's busy and can't hang out, maybe not text her for a while, how long that is will be different depending on how often you normally text her, but I'd go with like a week.
