How does specifying which language they want their partner to speak have anything to do with a preference for culture. It's not a "proxy for other qualities" it's literally a prerequisite for being able to communicate. In your example would it be racist if the sign says "job requirements: English speaker?"
What if it's not due to attractiveness but instead based on cultural or language barriers? Is it racist if an Asian person who only wants to date Asian people? What if they don't speak English?
