I don't look at it as punishing. Punishing would be hard nexting her. If you must make a move, say: " Let me know when you want to hang." THEN don't do anything else at all until she suggests something. When she does, say: " I've got plans then. How about <insert day at least 3 days later>?" That says that you have a life away from her, and you won't drop everything just for her. You must make her think that she doesn't get your attention at a moment's notice.

Also consider they may have religious/philosophical reasons. For instance, one of my best friends had a cold fish wife. Never initiated, rejected him half the time when he did. He wasn't a particularly religious guy, but he told me " I gave my word. Unless she cheats on me, my word is my bond." I respected that. An almost Klingon sense of honor. I say had a wife because she died unexpectedly a few years later.
