What you say is real, even without genders. Years ago I was into martial arts and would spar a guy that was about 100 lbs lighter and 8 in shorter than me. He was an amazing fighter and outranked me by several belts. He would absolutely destroy me on techniques, but in a real fight I would have destroyed him. He could give me a full force side kick (with gear) and only knock me back a step. I had to pull my side kicks with him so he wouldn't get hurt.

That's not how I remember that era. My dad took me to all of the kick ass movies. The women were not to be fucked with. While I had not heard of this(the mans signature required) I think it's still bad policy. It would be better to have mandatory paternity tests for all births. It's cheap, easy, and removes all doubt as to paternity. Laws would need to be changed so no one would be forced to pay support until paternity is established. No one would get out of supporting their child (as long as the mother knows the identity of the father) and no one would be forced to provide support for a child that is not theirs.

Yes, the mother can put anyone on the birth certificate she wants. The person she names has no say in the matter. What happens after that depends on the law where she lives and whether she wants support and or welfare.

In the US a mother is not required to give the identity of the father. Whatever she chooses it can mean different things depending where she lives or simply the judge she gets. Some states automatically go after the father the moment he is listed. In some states the mother must ask for support or welfare before the state does anything.
