Fertility. "Looks" fits into this too. It is not necessarily a conscious decision either. Men are genetically programmed to look for the best mate for their offspring. Young, healthy (clear skin, healthy shiny long hair - all traditional markers of healthy hormones), facial symmetry is another subconscious trait which mens brains notice when assessing a mate. There are many laws which make ancillary things illegal - like pimping, brothels, street walking, etc. When it comes to two consenting adults coming to a mutual agreement for agreed sexual services - there is no law against this.
