I've worked with a lot of foreign buyers myself, mostly Chinese. I honestly don't see a reasonable tax that will dissuade foreign buyers but not scare domestic investors - these people have more money than you can imagine. Doubling or tripling the tax rate won't cause them to blink an eye (especially when the detached home pricing is appreciating more than 8% year over year anyways), but will make Canadian property investors think twice.

Last year something around 70% of all homes listed for sale in West Vancouver were bought by chinese. The issue really is when they don't rent the place out - that's pretty fucking ridiculous. Tax increases are being proposed (may have passed already) for homes that aren't lived in or rented out.

Chinese investors bought something like 70% of the resale properties in West Vancouver last year. Oh yeah New Brunswick is practically another world. I just tend to assume GTA or Vancouver when I hear Canada. It's crazy here right now, seeing bidding wars on everything and everything is going for list price or higher. Ontario Realtor here - Property tax is not doubled for landlords, it's the same. You must be thinking commercial, which is something like 4x residential tax rates. Regardless, tax rate in Toronto is 0.74%, 1.5 isn't going to kill your investment. I personally know many investors renting out brand new condos with a positive cash flow of over $3,000 per year and over 35% return/year on downpayment + seeing appreciation of 5-6% year over year on the unit - that's a fucking killer investment.
