It's really sad when you consider that millions of babies are traumatized every year by this procedure. Studies strongly suggest that PTSD exists regardless of whether the memory is intact or not. The lower the threshold you set to define an act as an "escape attempt" the more you can justify holding them longer and extracting additional profits from the government. I'm curious why you don't consider yourself an egalitarian.
