DON'T ASK. Just do it. They may give some lmr, just softly kiss and reassure them. I recommend keeping it to yourself until you know the other party is receptive. I've lost several plates and dates that were going really well up until I mentioned firearms. I have both degrees. They are very similar. I would say it depends on the school and how good their respective programs are. Hypothetically assuming they are ranked identically, I recommend going with the engineering degree, since it is more focused on software (practical side) and less on the science/theory.

I do this sometimes. It's quite easy. Just sit at the bar and enjoy yourself, you can play with your phone but make a conscious effort to be mostly focused on your surroundings. You will quickly make "friends" with the people sitting around you. While doing this you can scope out the venue for females. From there, you'll need to cold approach. You guys are super young. My only advice is to be coy with her. Don't just come out and say it. In your conversation, drop subtle hints and see what she does. If she doesn't outright deny you, keep going. Slowly build up to telling her your feelings. I'd do it over a healthy round of drinks to lower the chance that she's feeling prude or whatever.
