The studies I believe you're referencing (https://doi.org/10.1016%2Fj.intell.2006.09.003) do say that there are more stupid or retarded men than women. But neither the fact that they found more genius men than women or more stupid men than women is hard evidence of a biological cause, considering how little we understand about the environment's effects on IQ and how subjective intelligence is abyways.

You would not notice it between two people unless you had extensive experience with them, maybe not even then. You can't control for the effects of the environment on women's IQ because we don't know how the environment affects IQ (and it absolutely can ).
