Yeah, that's pretty non-negotiable. Japan can be like this too. Totally different culture and expectations. Not going would almost be like literally telling his boss "Fuck you." to his face. Not a good career move at all to decline. Employee/boss relationships are much different in China and Asia than in "Western" countries. The socializing aspect is also much different - it's not just for fun - it's a matter of respect, etc. A bit ritualized in a way.
