There's no particular similarity between circumcision, in which a not-particular-useful piece of skin safely removed, with no effect on sexuality, and FGM, in which vital structures are hacked off, leaving the victim crippled sexually. Either all forms of genital mutilation should be legal or all of them should be banned. As we should either ban ear-piercing or allow parents to sever children's ears? Honestly, it is possible to allow parents to consent to a procedure that it either helpful or harmless, circumcision, while discouraging or forbidding one that is guaranteed harmful. (You can argue that circumcision, but it's a different argument and one not likely to succeed.)
