Milton Friedman once basically proved that we could 100% end poverty by getting rid of the welfare bureaucracy, and creating an algorithm that would allow the IRS to give people money (or tax them) based on their income. An amount you needed to live on would be calculated for various areas, and the poor would get enough money to get them to that point.
