I'm sure they're doing that too. But again, the specific purpose of this poster is to challenge societal beliefs that victims are at fault by giving a different perspective of the crime (the rapist's perspective). It is itself a satire of the 'precautions' women are advised to take in order not to be raped, which shift the responsibility of either being raped or not being raped to them. It emphasizes that the choice to rape or not to rape is in the rapist's hands. People aren't 'lured' into it, …

Because women have to face much worse discrimination and their situation is more pressing than men's and boys' equality-wise, ex: Middle East, Africa, since most of the world is patriarchal. It is quite obvious.

The purpose of this poster is to challenge society's view of women who are victims of rape. Most people will at least partially blame the woman, but just like with murder, blaming the victim is irrelevant at this point.
