Turkey, but be careful because 99% of HT clinics over there are hair mills for making money with potentially disastrous consequences for the patient. I went to HLC in Ankara and the result is pretty good. Before that I went to a 2k hair mill clinic in Istanbul, and I'm lucky my donor area was not overharvested and permanently damaged.
