Props to you for the self awareness and memory but your not realizing that you’re older now; your emotional mastery is (or at least it should be) more mature than when you were 9 years old. Rejection isn’t that bad and it only gets easier the more you experience it. Share things that you enjoy or things you dislike and try explaining "why" you feel this way. The "why" is the most important part. Be sure to express opinions, fears, and emotions. Vulnerability is key. If they like you, this will definitely lead the convo in a deep direction

Laugh at their jokes, make an effort to get to know them, and don’t be afraid to show that you’re interested. I feel if every girl did this (to varying degrees) most guys wouldn’t be able to resist.

This is a hard question to answer because it's hard to identify exactly what the problem is. My recommendation would be to practice. Join a club, go on "MeetUp", and open EVERYBODY. Set a daily goal of interacting with a new stranger (not only pretty girls) at least 1-3 times per day and keep it. You're going to get rejected but that's just a growing pain.
