I have met and been friends with gay men at various times in my life.

Some of them set off the gaydar immediately.  Their body language is not quite right.  Some kids I grew up with I suspected were gay, and it turns out they were.

Some men however do not set off the gaydar at all, yet it turns out they are gay.

Which leads me to the next point, many gay men are adept at hiding their nature because of the family, social and other consequences.  Some get married to hide their tracks and have children with their spouse.

Since our sexuality is something we discover fairly early on, these men learn very early how to keep their sexuality secret, to be bland, uncontroversial, unassuming in some ways.

I knew a guy that had political aspirations, and I cannot say if he is gay or not, but from a very early age he was very careful in his behavior to make sure that he was not involved in anything questionable and if he was he made sure there was no photographic evidence.

Having political aspirations and being gay in a way dovetail.  It is easier to get elected if your background is spotless when people start digging for dirt and people that are secretly gay (notice I am not saying all gays for all you retards with poor reading comprehension), are probably very careful at a very young age at keeping themselves spotless, keeping things clean.

While most men are not so careful, not so circumspect and their indiscretions, their bad behavior gets dredged up into the light.

The political process in a strange ways favors closeted gay men.  So I wonder if the number of gay men in positions of power in Washinton is high, perhaps even a majority.
