It isn't true. At least half the people spouting it know it isn't true, it's just that they think lying in service of a 'noble' cause like this is perfectly acceptable. After all, it's not like anyone gets hurt.

Their deep need to belief that last part, and thus absolve themselves from all guilt for their actions, is why they refuse to believe that false accusations are real.

this has been known for a long time, however it is very hard to know the true numbers.

The CDC 1 in 6 number includes attempts, so there's that to consider as well.

But if the CDC number is so popular, despite being incorrectly framed as 1 in 5 (closer to 1 in 6), then they should also know that the same report found that men and women were raped/made-to-penetrate at similar rates during the previous year. How that's possible despite the women's lifetime rate taking a dramatic increase from the 12-month rate and the men's didn't? No investigation by the CDC of course.
