"Best interest for the child" has been maliciously abused and twisted to mean anything but and should be stricken from the law.

Custody should be 50/50 unless choice or significant circumstance exists.
That significant circumstance is only those things which would lead a Child Services agent to remove the child from a home.
So long as there is no such violation, anything else is just difference in parenting style and should not be interfered with by the gov't.
Given that default 50/50 custody, no money would change hands between adults. Even if one adult cannot maintain a household capable of housing a child without such support.
A parent unable to maintain a household capable of housing a child would therefore not be eligible for 50/50 custody.
Significant mandatory costs such as medical (including dental) care would also be split 50/50, regardless of custody.
Major life affecting decisions such as a religious objection to medical care in which the parents disagree, the decision would go with the "common" views of the general society. i.e., the medical care would be provided, but also varied by the wishes of the child of sufficient age and understanding to make such choices.
Significant non mandatory costs such as giving them a computer, xbox, or car on their birthday are a gift and should not be a forced split.
Costs for both private schooling instead of public as well as post-high school education are also a gift. If parents are in disagreement about sending a child to private school, then the parent deciding to do so should shoulder the entire cost.
Without making mutually agreed upon arrangements, a parent moving a significant distance away (i.e. outside of the school district for children old enough to matter) is waiving their right to 50/50 custody and would be expected to supply child support payments.
Such payments would be dependent on any alternate custody arrangements being followed through on (i.e., if one parent refuses to allow the child to spend the summer with the other, 3 states away, that parent would no longer be liable for support)
At a reasonable age (I'd say roughly 13ish) the child should have input in their living arrangements, to even the point where custody is no longer 50/50.
Such a child-initiated change of custody would generally not modify support payments.

The law should require an automatic 50/50 parenting time arrangement effective upon the filing of divorce. The only exceptions should be for an agreement to the contrary or clear and convincing evidence this is not in the best interest of the children.
