Hey all. I need help finding an article on male genital mutilation that was written a few years ago and I remember thinking it was a pretty big deal at the time. It focused on MGM, rape and forced circumcision of men in the Democratic Republic of the Congo and mentioned that there are Dutch NGOs that will cease funding unless a certain quota of victims assisted are female.

I thought this article was from The Guardian but searching "male genital mutilation" on their site only brings up mentions of female genital mutilation.
